Here's the details:
The picture should be exactly like your passport photo. That is, straight on, head and shoulders only, white or light background with even light.
Do NOT take a selfie with your phone. Have someone take the picture for you (its okay to use your phone) Find a bright room in your house and stand against a white or light colored wall.
Glasses on or off, up to you. But try to take the picture so the lenses don't have reflections or glare from a light source. We want to see your eyes.
Without revealing too much of what we're up to, try to bias your expression towards the sober, serious side, without looking angry or disgruntled. Goofy grins would look a little odd for what we're doing. It's okay for Walt, but not for this.
